4-30 Appointment.
There shall be a seven-member Long Range Planning Committee which shall consist of one member of the Board of Selectmen and one member of the Planning Board, each appointed by and from their respective boards, and five members appointed by the Moderator on a rotating basis of one or two members each year for three-year terms. Any unexpired term shall be filled by majority vote of the Committee.

4-31 Officers
At the beginning of each fiscal year, the committee shall elect a Chairman, a Secretary, and a representative to the Capital Budget Committee from its members.

4-32 Duties
A. The Committee shall be responsible for advising, assisting, and coordinating the long range planning of all committees and boards of the Town. It shall be the duty of the Town boards, committees, and commissions to furnish the Long Range Planning Committee with information requested for its purposes.

B. The Long Range Planning Committee shall consider any capital improvement project that impacts the Town’s debt service. It shall be the duty of any Town Board, committee or commission to submit such a proposal or project to the Long Range Planning Committee in such time for the Long Range Planning Committee to prepare and submit is recommendations on such proposal or project to the Warrant Committee for inclusion in its recommendations to the Town.

C. The Committee shall annually prepare a long-range report to be published in the Annual Town Report which shall include, in addition to a review of the year’s activities, existing and projected debt and resulting tax impact.
