Chickering School A/C
The Planning Board held a public hearing on proposed revisions to the sign bylaw (Section 185-35 of the Town Code) on February 27, 2017 at 7:30 PM at the Town House. The revisions are in response to a recent U.S. Supreme Court decision requiring sign restrictions to be content-neutral, and based on the Board’s experience implementing the current sign bylaw. The Planning Board encourages everyone to participate in this discussion and/or to submit comments to the Board.

At their February 16, 2017 meeting, the Board of Selectmen executed two motions with respect to the proposed Bay Colony Rail Trail. The Bay Colony Rail Trail Lease requests MBTA approval of the proposed lease agreement before the Annual Town meeting, and the Bay Colony Rail Trail Memorandum of Understanding authorizes Town Counsel to negotiate a memorandum of understanding with the Friends of the Dover Greenway regarding funding.

The Dover PAYT Planning Team would like to thank all those who attended our Public Forum on March 1 and shared your thoughts and suggestions on our recommendation to implement a PAYT program in Dover (Article 22 on the May 1, 2017 Town Meeting Warrant). The presentation given on March 1, with several edits to reflect your input, can be reviewed here. The Planning Team also gave a presentation to the Warrant Committee at their Open Hearing on March 20 at 7 pm in the Great Hall.

Solar Photovoltaic Array at Hale Reservation
The Planning Board approved the Site Plan Review application contingent on Town Counsel’s review and approval of relevant legal documents regarding access and operations at their meeting on September 12. The Board of Selectmen approved those access and operations agreements on November 17, 2016. The Regional School Committee has agreed to purchase electricity from the facility.
